JERA Co., Inc. and Samsung C&T Corporation have signed a memorandum of understanding to explore strategic collaboration aimed at strengthening the resilience of hydrogen and ammonia value chains while enhancing supply security across the region.

Under the agreement, the two companies will jointly assess opportunities to improve operational flexibility across hydrogen and ammonia value chains. This includes examining approaches to managing and segregating carbon intensity attributes within storage infrastructure, such as tanks.

Japan and South Korea, both heavily reliant on imported energy due to limited domestic resources, share a common objective of securing reliable, affordable and lower-carbon energy supplies. As hydrogen and ammonia are expected to play an increasingly important role in the energy transition strategies of both countries, resilient and commercially viable supply chains are considered essential to supporting their large-scale deployment.

JERA is progressing the development of Japan’s first integrated low-carbon ammonia value chain, covering production, transportation and utilisation, with operations targeted to begin around the 2029 financial year. Samsung C&T is also advancing low-carbon ammonia infrastructure and supply chain projects in South Korea.

Both companies have been recognised under their respective national frameworks for developing low-carbon ammonia value chains. JERA was selected as a supplier of low-carbon hydrogen and its derivatives under Japan’s Ministry of Economy, Trade and Industry (METI) price gap support scheme, announced in December 2025. Samsung C&T is expanding its hydrogen business portfolio while developing a stable clean ammonia supply chain to meet growing global demand.

The companies said their respective roles position them as key participants in the emerging hydrogen and ammonia markets in Japan and South Korea. Through the partnership, they aim to combine their expertise and market positions to strengthen regional value chain resilience.

Irtiza Sayyed, senior managing executive officer of JERA and chief executive officer of JERA Global Energy Solutions, said resilient and commercially viable hydrogen and ammonia value chains will require collaboration between like-minded companies across international markets. He noted that Japan and South Korea face similar energy security challenges as import-dependent nations and said the partnership with Samsung C&T would explore practical ways to support the development of robust low-carbon hydrogen and ammonia markets across the region.

The collaboration aligns with JERA’s Zero CO2 Emissions 2050 initiative, under which the company aims to achieve net-zero carbon dioxide emissions across its domestic and international operations by 2050. JERA said it will continue working with partners in Japan and globally to develop and expand low-carbon hydrogen and ammonia value chains as part of its broader strategy to address global energy challenges.
